A non-standard transliteration. The Czech capital Prague is conventionally rendered
布拉格 (Bùlāgé) in PRC writing, so when you see
普拉格 it's almost always a personal name (Pragg/Prager/Plagg) rather than the city. Sound-by-sound:
普 (pǔ, 'general') = 'Pra-',
拉 (lā, 'to pull') = '-la-',
格 (gé, 'pattern') = '-g'.
