Founded in 1954 from demobilized PLA and former KMT units, the XPCC (兵团) is a unique state-owned paramilitary-agricultural organization administering its own cities, farms and industries across Xinjiang. It reports directly to the central government and today runs 14 divisions (师) and cities like 石河子 and 阿拉尔.
