技术官僚 (jìshùguānliáo): technocrat

A loaded political-science term — 技术 (jìshù) 'technical/technology' + 官僚 (guānliáo) 'bureaucrat'. Often applied to PRC leaders from a 1980s-90s era when many top officials (Jiang Zemin, Hu Jintao, Wen Jiabao) were trained engineers rather than ideologues or lawyers.

官僚 alone often carries a negative 'red-tape' connotation, but 技术官僚 is mostly neutral-to-positive: someone who governs by expertise and data.
