A loaded political-science term - 技术 'technical/technology' + 官僚 'bureaucrat'. Often applied to PRC leaders from a 1980s-90s era when many top officials (Jiang Zemin, Hu Jintao, Wen Jiabao) were trained engineers rather than ideologues or lawyers.
