The structure 怕 + X describes a standing aversion or sensitivity to X. You see it everywhere: 怕冷 (cold), 怕热 (heat), 怕辣 (spicy food), 怕黑 (the dark). The English equivalent is adjectival, not verbal: "afraid of" rarely fits.
