usage
开发 (to develop) + 人员 (personnel). Slightly more formal / HR-flavored than 开发者 (kāifāzhě). 人员 is a productive suffix for 'staff / personnel' (医务人员 medical staff, 工作人员 staff, 技术人员 technicians).
