Tips

usage
Two meanings: (1) 'although/despite' — 尽管..., 还是/但是... (2) 'feel free to' — 尽管 + verb. Context makes it clear.
grammar
As 'although': 尽管 starts the first clause, followed by 还是/但是/可是 in the second clause.
