国考 is the national-level civil service exam (中央机关及其直属机构公务员录用考试), run by the 国家公务员局. Contrast with 省考 at provincial level. Since the late 2010s it has drawn well over a million applicants annually.

Colloquial short form of 国家公务员考试. 考公 is the verb; 上岸 ('reaching the shore') is slang for passing.
