Two registers: literal (military/police shouting through a loudspeaker, e.g. 阵地喊话 'shouting across enemy lines') and figurative - common in modern political news, where one official 'sends a public message' (公开喊话) to another country, market, or rival faction. The figurative sense has exploded in business and finance reporting.
