From the 《尚书·泰誓》 (Book of Documents): 予有乱臣十人，同心同德 — King Wu of Zhou boasts he has ten capable ministers 'of one heart and one virtue' as he rallies support to topple the Shang. One of the oldest attested political phrases in Chinese.
