From the 《尚书·泰誓》 (Book of Documents): 予有乱臣十人，同心同德 - King Wu of Zhou boasts he has ten capable ministers 'of one heart and one virtue' as he rallies support to topple the Shang. One of the oldest attested political phrases in Chinese.
usage
Stronger than 同心协力 - that one just means 'working together,' while 同心同德 implies shared values and conviction, not just shared effort.
