Literally 'oral inscription spreads': 口碑 (kǒubēi, 'mouth-stele') is a 'stele built from people's mouths' — i.e., reputation — and 流传 (liúchuán) means 'to circulate, spread'. Reputation that spreads from mouth to mouth.
