usage
Almost always paired with 要害 (yàohài, vital point) or (shíbì, current ills). 切中要害 = 'cuts right to the vital point.' Note here is qiè (tone 4, 'close to/pertinent'), not qiē (tone 1, 'to cut').
mistakes
Don't confuse with 击中 (jīzhòng, to hit a target physically). 切中 is rhetorical/analytical — hitting a metaphorical target with words or insight.
