Two coexisting uses. (1) Figurative — applied to buildings, planes, or careers that rise dramatically; a favorite of Chinese state-media metaphors (Daxing Airport is the standard example). (2) Culinary — a banquet presentation of a whole chicken or duck arranged with head up and wings outstretched, often in red-braise or crispy-fried form. Context makes the sense obvious.
