history
From 《太平》 quoting the 《唐书》 — a phoenix was seen atop Haizhou's city walls with hundreds of birds following it northeast. Originally 'a wise ruler whom all submit to', later broadened to any widely-admired leader. Also the title of a classic Northeast suona piece and of a 2016 Wu Tianming film.
