Usually the second half of the fixed couplet 一方有难八方支援 - 'when one region suffers, help arrives from all sides'. Used extensively in disaster-relief coverage (earthquakes, floods, pandemics) as a statement of national solidarity.

八方 = the eight directions (four cardinal + four intercardinal) = 'everywhere'. 支援 = 'support, back up'. So: support from every direction at once.
