The Han split the land around Chang'an into the
三辅 (Three Adjuncts).
京兆尹 covered Chang'an and the land east of it, and its governor bore the same title.
京兆 means "the capital" and
尹 "to govern", so the title lived on as the name for the capital's chief official.
