After Deng Xiaoping's 1978 reforms, the 1979 中外合资经营企业法 (Law on Chinese-Foreign Equity Joint Ventures) was the first major law permitting foreign capital in PRC enterprises. The label 中外合资 became shorthand for the whole opening-up era.
usage
Legally distinct from 中外合作 (contractual cooperation) and 外商独资 (wholly foreign-owned). 合资 means both sides hold equity and share profits/losses proportionally.
