From 孔子's account of his own life in the 论语: 四十而不惑 'at forty I was free from doubts'. Each age in that passage became a name for it: 而立 for thirty, 不惑 for forty. The older sense 'free from doubt' survives in 知者不惑 'the wise are not perplexed'.
usage
Formal, used in biographies and speeches: 不惑之年 'the age of forty', 年近不惑 'nearly forty'.
