usage

重 here is chóng ('again'), NOT zhòng ('heavy'). 重新 (chóngxīn) = 'anew/again' is a core adverb: 重新开始, 重新考虑, 重新安装. Often shortened in tech contexts to just 重启 (chóngqǐ).
