Home to the 鄂伦春 (Oroqen) — one of China's smallest officially recognized minorities (~8,000 people), traditionally Tungusic forest hunters of the Greater Khingan Range. Banned from hunting in 1996 to protect wildlife; now mostly settled.

旗 (qí, 'banner') is a county-level administrative unit unique to Inner Mongolia, inherited from the Qing-era Mongol military banner system. Other levels keep the standard names (县, 市, 区).
