衣 - a robe with collar above and skirts below, split here so its top tucks above and its bottom tucks under the inner element.
裔 originally meant 'hem of a garment', and from there extended to 'descendants' - the people who hang from the family line like cloth from the hem. Indexing radical for the whole character.
