One of the colour + BB adjectives, like 绿油油, 白花花 and 黑乎乎. The doubled syllable already means "very", so no 很 goes in front, and it usually takes 的 after it.
usage
Usually said hóngtōngtōng. Careful standard Mandarin can keep the tone of 彤 "red" and say hóngtóngtóng; both are heard.
