usage
Mostly used in 睿智 (ruìzhì, wise and insightful), a literary, complimentary word. In imperial times 睿 was also an honorific for the emperor's wisdom, as in 睿断 (the sovereign's wise decision).

The upper part, originally a ravine letting things flow through clearly, sits over 目 (eye) to suggest sight that sees deeply and unobstructed: wisdom. The pieces have fused into one fourteen-stroke block. Indexed under Kangxi radical 109 目, visible at the bottom.
