県 is the Japanese form of 縣, a top-level prefecture in Japan (e.g. 神奈川県). It is not used in standard written Chinese — the equivalent administrative-division character is 县 (a county). A rare native Chinese reading qiú also exists but is essentially unused.

Historically a hanging head 目 on a cord — an inverted-head graph that came to mean an administrative 'hanging-on' unit. The Japanese form fused these into one stylized block that no longer splits into clean parts, so it is treated as a single self-component.
