Reformed Former Qin's bureaucracy, cracked down on corrupt aristocrats, and unified northern China under Fu Jian. On his deathbed he warned Fu Jian NOT to attack Jin — advice ignored, leading to the catastrophic Battle of Feishui (淝水之战) in 383.

Legend says Huan Wen visited him in 354 and found Wang Meng calmly picking lice from his robe while discussing world affairs — the idiom 扪虱而谈 (catch lice and chat) comes from this scene.
