Not 浪漫 'romantic', though the two sound alike. 烂漫 is about flowers in full colour, as in 毛泽东's 待到山花烂漫时 'when the mountain flowers are in full bloom', or about unaffected innocence, as in 天真烂漫 'innocent and artless'.
