His name was 滕宗谅, and 子京 was his courtesy name. He and 范仲淹 passed the jinshi exam in the same year, 1015. Demoted in 1044 to 巴陵, today's 岳阳, he rebuilt the tower and asked his friend to write about it.

《岳阳楼记》 opens with him: 庆历四年春，滕子京谪守巴陵郡, 'in the spring of the fourth year of Qingli, Teng Zijing was demoted to govern Baling'.
