1Li Chong (Chinese name); historically Li Chong (450–498), Northern Wei statesman who designed the 三长制 (Three Chiefs) village administration system and played a key role in Emperor Xiaowen's sinicization reforms
Li Chong's 三长制 (485 CE) replaced the corrupt 宗主督护制 with a tiered village headman system (邻长/里长/党长) that dramatically improved tax collection and rural order — one of the reforms that made the Northern Wei's sinicization viable.
