The phrase comes from 《世说新语·品藻》 (Liu Yiqing, 5th c.): asked who was the better of two officials, Wang Dao replied 噫!其自有公论 ("Bah! There’s already a public verdict on that"). The classical line was later expanded to today’s six-character form.
