The nickname 小蛮腰 goes back to a line attributed to 白居易 about his dancer Xiaoman, 杨柳小蛮腰 "Xiaoman's waist, slim as a willow", and fits the tower's narrow, twisted middle.

It was finished in 2009 for the 2010 Asian Games and stands on the south bank of the Pearl River, across from the 珠江新城 business district.
