usage

Broader than 'civil servant' (公务员). Under Article 93 of the Criminal Law, it covers staff in state organs, personnel performing public duties in SOEs, people's organizations, and even private-sector personnel delegated by state organs. The distinction matters — many crimes (受贿, 挪用公款, 玩忽职守) can only be committed by 国家工作人员.
