Two readings, two different words. This one is kǒujué, a quarrel, and it turns on 角 meaning to contend. Read 口角, with 角 as corner, it is the corner of the mouth instead.

Written register, and common in news reports: 发生口角 is the standard phrase for a dispute breaking out. In conversation people say 吵架 instead.
