Colloquial reduplication of
半拉 (bànlǎ, 'half'). Zhu Ziqing's essay 《
论说话的多少》 uses it to describe the frustration of someone speaking
半半拉拉 — getting only halfway through their words. Has a lightly disapproving feel — used to nag people who don't follow through.
