关中 means 'within the passes': the plain is ringed by passes such as 函谷关 to the east. Shielded by them and watered by the 渭河, it was the base of Qin and the capital region of the Western Han and the Tang.
usage
The plain itself is 关中平原. Its food, from 肉夹馍 to biangbiang noodles, is what most people mean by Shaanxi cooking.
