The beauty sense comes from 李延年's song 北方有佳人: 一顾倾人城，再顾倾人国, 'one glance from her topples a city, a second topples a state'. Hence 倾国倾城 for a great beauty. 张爱玲's 倾城之恋 plays on it: there a city really falls, to war.
