Regional / dialect usage - common in Sichuan, Chongqing, Hunan and parts of the lower Yangtze, parallel to Cantonese 落街. Standard Mandarin would say 上街 (literally 'go up to the street') for the same action. Hearing 下街 signals a non-northern speaker.
