违纪 is the standard term for rule-breaking inside an institution — Party (
中共), military, workplace, school. It is weaker than
违法 (wéifǎ, illegal):
违纪 is internal misconduct (warnings, demotion),
违法 means breaking state law. The pair often appears in Party discipline reports as
违纪违法.
