Always implies the actor is in a position of authority - superiors deploy troops, employers reassign staff. Synonyms: 调动 (general 'reassign'), 派遣 (formally 'send/dispatch'). 调派 emphasizes the dispatch direction.
mistakes
Note the tone: 调 here is diào (4th tone, 'transfer/dispatch'), not tiáo (2nd tone, 'to adjust/blend'). Same character, very different meanings.
