usage
The standard set phrase 议事日程 ('to put onto the agenda') is everywhere in Chinese policy and corporate speech — it means a topic has shifted from 'something we might address' to 'something we will address'. Conversely 没有议事日程 = 'not yet on the agenda', i.e. shelved.
