Tips

grammar
Classic A-not-A question pattern: V + 不 + V = yes/no question. 行 as a standalone means 'OK / alright', so 行不行 = 'OK-or-not-OK'.
usage
Tone matters: neutral = 'is this OK?', rising/impatient = 'can you even do this?!'. In the second sense it's mildly confrontational (see example 3).
