history

Introduced for grain in 1953 under Chen Yun, the policy compelled farmers to sell at fixed state prices and forbade private grain trade. It tied directly to the rationing-coupon era (粮票 liángpiào) and was largely dismantled in 1985 as the household responsibility system spread.
