Rose to power crushing the Taiping Rebellion with his Huai Army. Built China's first modern navy (the Beiyang Fleet, later destroyed at Weihaiwei in 1895) and negotiated most of the humiliating late-Qing treaties, including Shimonoseki (1895) and the Boxer Protocol (1901). A deeply polarizing figure: reformer to some, collaborator to others.
