Trained as an electrical engineer, Li served as Party Secretary of Henan and Guangdong before his 2002 promotion to the Standing Committee. His decade overseeing 宣传 (propaganda) saw the roll-out of CCTV's overseas channels, Confucius Institutes, and the 2008 Olympics opening-ceremony pageantry.
