Verb and noun differ only in the second syllable. Arranging things is 摆设, with a full fourth tone on 设. The ornaments themselves are 摆设, where that syllable goes unstressed.
usage
Use it for arranging a space so that it looks right: rooms, shop windows, exhibition stands. For simply putting an object somewhere, 摆 or 放 is the ordinary verb.
