usage
外 (foreign) + 债 (debt). Opposite is 内债 (nèizhài, domestic debt). Note 债 on its own takes the neutral-tone pronunciation zhai in some compounds (e.g. 借债 jièzhai), but 外债 keeps the full 4th tone.
