Not the everyday word for "place". That is 地方 with a neutral second syllable. One tone mark separates them, and mixing them up turns "a nice place" into something about regional administration.
usage
Usually sits in front of another noun: 地方政府, 地方特色, 地方话 (a regional dialect). On its own it stands opposite 中央, the central authorities.
