Hugely common in modern tech/industry discourse — '卡脖子技术' (chokepoint technologies) is a fixed phrase in policy talk about semiconductors, key components, etc. Note 卡 is pronounced qiǎ here, not kǎ.
mistakes
The character 卡 has two readings: kǎ (card) and qiǎ (to clamp / stick). In 卡脖子 it is always qiǎ.
