usage

划转 implies a formal, administrative transfer - between government bodies, state-owned enterprises, or internal accounts of the same entity - not a market transaction. Compare 转账 (zhuǎnzhàng, bank transfer between ordinary accounts) and 转让 (zhuǎnràng, sell/assign to another party).
