This is an old form of 炯, as in 炯炯, meaning bright and piercing eyes.
Tips
history
冏 is not used independently in modern Chinese. It originally pictured a bright window and meant brilliant; it is an old form of 炯 and the phonetic in 炯 and 迥. It is also the ancestor shape of the popular emoticon character 囧.
culture
Its near-twin 囧 became a famous internet face for embarrassment in the 2000s; 冏 is the older bright-window graph behind it, not the meme form itself.

冏jiǒng
bright; a lattice window
Read as one picture: an outer frame 冂 enclosing 八 over 口, drawn as a bright lattice window. Indexed under Kangxi radical 冂. Adding the fire radical gave 炯.
Filed under radical 冂 (jiōng, #13) by convention. 冂 is not a separate component in 冏, so no strokes are highlighted.
