Government agency sitting under the transport bureau (交通运输局) or the Ministry of Transport's highway administration (公路管理局). Handles road maintenance, tolls, signage, and overload inspection on ordinary highways and expressways. Often you'll see it signposted at weigh stations and toll booths.
